To accommodate expected heavy volume normally associated with the Thanksgiving holiday, Pennsylvania Instant Check System (PICS) will extend its hours of operation on Friday, November 27, 2026, to 6:00am to 10:00pm.

Attention:  The FBI issues Unique Personal Identifier Numbers (UPINs) for assistance in identifying individuals through the NICS Voluntary Appeal File (VAF) and through a new program known as the Federal Firearms Rights Restoration (FFRR) process. Qualified individuals who receive FFRR relief under 18 U.S.C. ยง 925(c) will be issued a "relief" pin (RPIN), and are required to provide it on the ATF Form 4473.  Dealers encountering an individual presenting a UPIN, of any type, should call PICS at
888-684-7427 in lieu of submitting an ePICS background check and provide the UPIN to PICS.  It should be noted RPINs will not always negate applicable state-imposed firearm prohibitions.

E-PICS is intended for use by Pennsylvania Licensed Firearm Dealers, County Sheriffs and Law Enforcement Officers upon lawful application for the purchase/transfer of a firearm, obtaining a License to Carry a Firearm, or before returning firearms held in safekeeping or evidence. E-PICS shall not be used solely to verify an individual's eligibility to possess a firearm.


As provided in 18 Pa. C.S. § 6111(g) (3) of the Pennsylvania Uniform Firearms Act, "...Any person, licensed dealer, licensed manufacturer or licensed importer who knowingly and intentionally requests a criminal history, juvenile delinquency or mental health record check or other confidential information from the Pennsylvania State Police under this chapter for any purpose other than compliance with this chapter or knowingly and intentionally disseminates any criminal history, juvenile delinquency or mental health record or other confidential information to any person other than the subject of the information commits a felony of the third degree."
